In response to the demand for broadband in neglected low-income communities, my group conducted an investigation into both the domestic and international deployment of broadband into high-poverty communities here in DC and in Southern Africa. Unfortunately, we have discovered corporate technological abuse and redlining in both places. Many times, corporations seem to have little scruples or sense of unfairness when creating access to and ownership of information and communication technology...
